The nomination was part of a sweeping overhaul of the regulatory landscape. Tinubu sent two separate letters to the Senate, requesting the confirmation of 21 nominees to head the boards of both the NUPRC and the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA).
The “Big Fish”: Why Magnus Abe Matters
The appointment of Abe is the headline act. A two-term senator representing Rivers South-East, Abe is a political heavyweight and a former board member of the Nigerian National Petroleum Company Limited (NNPCL). His return to the energy fold is significant.
Currently serving as the chairman of the National Agency for the Great Green Wall, Abe brings a mix of political clout and technical familiarity to the NUPRC—the agency responsible for regulating the country’s most valuable economic sector. Abe won’t be working alone. The President has curated a board of technocrats and industry veterans to support him. The nominees for the NUPRC board include:

In a statement by his spokesman, Bayo Onanuga, Tinubu urged the Senate to fast-track the confirmations. The request follows the recent appointment of Chief Executive Officers for both agencies, meaning the new boards will complete the C-suite structure needed to drive the Petroleum Industry Act (PIA) reforms.
The message to the nominees was stern: “Discharge your responsibilities professionally as regulators.”
