Allegations of Contract Violations on Presidential Jets: Pat Utomi Criticizes Ibikunle Amosun
In a recent public statement, economist Pat Utomi has leveled serious allegations against former Ogun State governor Ibikunle Amosun, accusing him of violating contractual agreements made by his predecessor. This assertion follows Amosun’s admission regarding the cancellation of a deal with the Chinese firm Zhongshan Fucheng Industrial Investment Co. Limited, which he described as having presented false documentation.
The controversy escalated when a French court ruled in favor of the Chinese company, resulting in the seizure of three Nigerian presidential jets. Utomi, in a tweet on his X handle, expressed his discontent, suggesting that Amosun’s actions have led to significant repercussions not only for the Chinese firm but also for other individuals, including himself. He stated, “So, it was Gov Amosun’s violation of contract terms signed by his predecessor that brought the shame of seizure of jets from the Presidential fleet.”
Utomi recounted his own experience with Amosun, detailing a protracted struggle over a Build-Operate-Transfer (BOT) agreement involving OPIC land in Lagos. Despite substantial investments made alongside South African partners, he alleged that Amosun’s administration halted all agreements initiated under the previous governor, leading to years of bureaucratic challenges and financial losses.
His comments reflect a broader concern regarding the implications of contract violations and governance in Nigeria, emphasizing the need for accountability and adherence to established agreements. The Federal Government has declared a state of emergency on the construction of the Suleja-Minna road. Minister of Works, David Umahi, announced the declaration on Saturday following an inspection of the road. He stated that the project, initially awarded to Salini Nigeria Limited, had been poorly executed or abandoned.
Umahi explained that despite repeated attempts to have Salini repair the road over the past year and a half, progress had been unsatisfactory. Niger Governor Mohammed Bago raised concerns with President Bola Tinubu, prompting the Ministry of Works to intervene. The road, described as being “in a very terrible situation delaying travel time by seven hours instead of an hour and half hours and vehicles are falling and killing people,” has been designated an emergency project.
The contract with Salini has been irrevocably terminated due to substandard work. Umahi has directed his ministry to recover funds owed by Salini, potentially involving the Economic and Financial Crimes Commission (EFCC). Two contractors are now engaged in the project. CCCC International Engineering Nigeria Ltd. has been contracted to handle part of the road, with 60km already completed under the Governor’s urban renewal agenda. CCCC has been given 10 days to mobilize and commence work on a critical 7km stretch. Umahi emphasized that work will begin immediately under emergency procurement guidelines, with pricing to be verified subsequently.
