The National Agency for Food and Drug Administration and Control (NAFDAC) has sealed Shine Shine Skincare, an illegal cosmetic production facility in Agege, Lagos State, after uncovering the manufacture of unregistered and hazardous bleaching products under substandard conditions.

During the operation, NAFDAC officials discovered a variety of products falsely marketed as “organic” and safe, despite being produced in violation of Good Manufacturing Practices. Shine Shine Skincare, which boasts 100,000 Instagram followers under the handle of its founder, Devine Nikiruka Adebayo, was found to be producing unregistered items such as Peeling White Scrub, Glass Scrub Wash, Antiaging Radiant Glow, and Customised Whitening Black Soap.

In a statement released on its X account, NAFDAC revealed that these products contained unsafe levels of banned substances, including corticosteroid-based bleaching agents. “Investigations revealed that such deceptively formulated products often contain unsafe levels of banned substances, which can cause severe health risks such as skin thinning, delayed healing, and increased vulnerability to injury,” the agency stated.

NAFDAC has urged the public to remain vigilant when purchasing cosmetic and other regulated products, emphasizing the importance of buying only registered and approved items to safeguard health and wellbeing.

The victims—seven males and four females—were rescued during an intelligence-led operation conducted by operatives of the Anti-Kidnapping Unit. According to a statement issued by the command’s spokesperson, DSP Oluseyi Babaseyi, the operation followed intelligence received on October 19, 2026, concerning a suspected hideout.

Preliminary investigations indicated that the victims were allegedly deceived by a fellow Ghanaian national who promised to facilitate their travel abroad. Each victim reportedly paid GH₵40,000 before being brought to Nigeria and detained against their will.

The victims are currently receiving care and support, while detectives work to identify and arrest other members of the alleged criminal network.

The Commissioner of Police, CP Bode Ojajuni, commended the Anti-Kidnapping Unit for its prompt response and professionalism. He reaffirmed the command’s commitment to protecting lives and combating transnational crime, stating that Ogun State would not become a safe haven for criminals.
