Quick Summary:
CCHRVIOJudgment2026 as rights group faults Lagos Attorney General Lawal Pedro for dismissing Court of Appeal ruling on VIO operations, insists judgment applies nationwide.

The Campaign for Constitutionalism and Human Rights (CCHR) has faulted the Lagos State Attorney General and Commissioner for Justice, Lawal Pedro, over his claim that a Court of Appeal judgment on the Vehicle Inspection Office (VIO) does not apply to Lagos State.

In a statement jointly signed by Publicity Secretary Olutola Folorunsho and Executive Secretary Toyin Raheem, the group described Pedro’s position as “legally unsound and misleading.”

CCHR maintained that the Abuja Division of the Court of Appeal’s ruling has nationwide effect and is binding on all states of the federation, warning that contrary comments undermine the rule of law and could mislead young legal practitioners.

“Court of Appeal Judgments Bind All States”

According to the organisation, a Federal High Court judgment, once affirmed by the Court of Appeal, becomes enforceable across Nigeria unless overturned by the Supreme Court.

The group argued that instead of publicly disputing the judgment’s scope, the Attorney General should have sought judicial clarification or approached the Supreme Court.

VIO Roadside Operations Declared Unlawful

CCHR insisted that the continued roadside operations of VIO officials, including vehicle checks, harassment of motorists, and alleged extortion, remain unlawful under the subsisting court orders.

It emphasized that vehicle inspections should only occur at designated and approved centres, not through roadside checkpoints that appear to prioritise revenue generation over public safety.

The group further noted that the activities of VIO officials in Lagos, Ogun, and other states amount to contempt of court, as they violate existing judicial directives.

CCHR Demands Compliance and Apology

CCHR called for the immediate withdrawal of VIO operatives from Lagos roads and demanded a public apology from the Attorney General to residents and Nigerians at large for what it termed avoidable confusion.

It warned that failure to comply would prompt legal action by affected citizens, reaffirming that in a constitutional democracy, governments are bound to obey court judgments until lawfully overturned.

Operatives of the Bauchi State Police Command have arrested a 27-year-old man, Isiyaka Badamasi, for allegedly poisoning a commercial motorcyclist in an attempt to steal his motorcycle.

According to a statement issued on Thursday by the command’s spokesperson, SP Nafiu Habib, Badamasi and his alleged accomplice, Ma’aruf Sani, reportedly offered a 21-year-old motorcyclist a sweet containing a harmful substance. The victim, who resides in the Yelwa Tudun area of Bauchi, allegedly became intoxicated after consuming it.

The suspects were said to have attempted to dispossess him of his Bajaj Boxer motorcycle. However, the victim raised an alarm after sensing danger, attracting members of the public who apprehended Badamasi. Sani, both of whose residents are reportedly from Na’ibawa in Kano State, escaped and is currently the subject of a police manhunt.

The victim was taken to Gamuwa Primary Health Care Centre, where he remains on admission and is responding to treatment.

The Nigeria Police Command in Benue State has dismissed reports alleging that Mobile Police personnel were withdrawn from Ayilamo community in Logo Local Government Area.

In a statement issued by the Command’s spokesperson, DSP Orchia Aondogwu, the report was described as unfounded and baseless. He stated that Mobile Police personnel remained deployed in Ayilamo alongside the Divisional Police team and other tactical units.

Aondogwu also said additional military personnel had been deployed to reinforce security in the area, urging the public to disregard the report.

However, the traditional ruler of Ayilamo, Mue Ter, Chief Torkoer Samuel, contradicted the police account. He claimed that the Mobile Police personnel left the community on Wednesday with their equipment and Armoured Personnel Carriers.

The conflicting accounts have raised questions about the current security situation in Ayilamo and the extent of military presence in the community.
