Maj.-Gen. Sadiq Ndalolo and Maj.-Gen. Maxwell Dangana have called for improved interagency coordination, technology adoption, and adaptive training to strengthen Nigeria’s counterinsurgency operations.

The Chief of Training (Army), Maj.-Gen. Sadiq Ndalolo, has called for the strengthening of operational planning processes, improved interagency coordination, and adoption of technology to stay ahead of emerging security threats across the country.

Ndalolo made the call in Abuja on Tuesday during the 2025 Operations Planning Cadre, organised by the Army Headquarters Garrison for selected officers drawn from various security agencies.

The News Agency of Nigeria (NAN) reports that the theme of the event was “Integrated Mission Planning: The Roles of MDAs in Enabling Proactive Solutions to COIN Operations in the FCT.”

Represented by the Deputy Chief of Training, Linkages and Integration, Maj.-Gen. Ifeanyi Otu, Ndalolo emphasised the importance of information sharing and civil-military cooperation in addressing insecurity.

He explained that the event aimed to deepen collective understanding of operational planning and enhance interagency collaboration in counterinsurgency (COIN) efforts within the Federal Capital Territory (FCT).

“Synergy of All Instruments of National Power”

The senior officer noted that the event reflected the evolving nature of contemporary security challenges, which required not only military responses but also the synergy of all instruments of national power.

According to him, each stakeholder has a vital role to play — from intelligence gathering and humanitarian support to infrastructure development, rehabilitation, and reintegration of affected communities.

Ndalolo stressed the need to leverage technology, enhance coordination, and strengthen operational planning to stay ahead of emerging threats.

He urged participants to engage actively with facilitators, share experiences, and translate knowledge gained into practical operational strategies.

Dangana: “No Single Agency Can Tackle Insecurity Alone”

Earlier, the Commander, Army Headquarters Garrison, Maj.-Gen. Maxwell Dangana, emphasised that no single security service in the country could effectively tackle insecurity alone.

Dangana highlighted that operational planning plays a crucial role in ensuring the success of military and security operations.

He explained that the planning cadre brought together practical and operational-level officers from the Nigerian Army formations, sister security services, and paramilitary organisations.

According to him, the cadre was designed to refresh participants’ knowledge of the operations planning process, enhance their skills in operational art and campaign planning, and improve their ability to think critically.

Dangana concluded by stressing the importance of joint training and innovation among security agencies.

“Evolving Nature of Warfare Demands Adaptation”

Dangana further underscored the dynamic nature of modern warfare, urging officers to remain adaptive and forward-thinking in their approach to national security.

He noted that armies around the world continue to invest in training and capacity building to overcome contemporary security challenges.

Dangana assured that the planning cadre would feature seasoned resource persons and facilitators to ensure a highly interactive and impactful programme.

The 2025 Operations Planning Cadre forms part of the Nigerian Army’s broader efforts to enhance interagency collaboration, build operational capacity, and strengthen national security coordination in response to evolving threats.
