Contract Revoked After 13 Years

The Minister of the Federal Capital Territory (FCT), Nyesom Wike, has revoked the contract for the long-abandoned Apo-Karshi road project, citing non-performance by the original contractor, Messrs Kakatar CE Limited.

The project, initially awarded in 2011 for ₦6.4 billion, has remained incomplete for over 13 years, despite multiple extensions and assurances from the contractor.

Details of the Revocation

Contractor

The original contractor, Messrs Kakatar CE Limited (also known as Kakatar 2011 Construction Company), was awarded the project to construct the Apo-Karshi road, a key route intended to ease traffic congestion between the Apo axis and Karshi in the FCT.

Reason for Termination

Minister Wike explained that the contract was terminated due to the company’s failure to deliver the project within the stipulated timeframe.

He recalled that during a site inspection in July 2024, he had given the contractor a six-month ultimatum to complete the road, which expired without progress.

“The company failed to meet the deadline despite repeated assurances. We cannot continue to tolerate contractors who hold the city’s development hostage,” Wike stated.

Contract Re-awarded to SCC

The Apo-Karshi road contract has now been re-awarded to SCC, a new construction firm, under an emergency procurement process to ensure speedy completion.

The revised contract cost is reportedly ₦30 billion, reflecting updated material costs and expanded project scope.

Wike emphasized that the project’s completion is a top priority for the FCT Administration and will be among the key infrastructure projects to be commissioned during President Bola Ahmed Tinubu’s third anniversary in office.

Broader Drive for Accountability

The revocation forms part of the FCT Administration’s broader campaign to enforce contract compliance and ensure timely delivery of public projects.

Wike reiterated that the administration would no longer tolerate non-performing contractors or land allottees, warning that similar actions would be taken against others failing to meet contractual obligations.

“Our goal is to deliver results, not excuses. Every project must serve the people and reflect value for money,” the minister said.

Importance of the Apo-Karshi Road

The Apo-Karshi road is a strategic transport corridor designed to decongest traffic from the Apo–Asokoro–Nyanya axis and improve connectivity between the city centre and satellite towns.

Residents have long complained about the delays and poor state of the route, which has hindered economic activity and daily commuting.

With the re-award to SCC, the project is expected to resume immediately, with completion timelines to be announced by the FCT Administration.
